It’s currently not implemented, you need to do it through your instance’s website (ie: /create_community)
Communities are similar to subreddits, but they reside on your home instance. The community can only be created on the instance you’re part of (in this situation lemmy.world), and users from any federated instance can subscribe/join that community. Therefore, there can be multiple communities with the same name, each hosted on their own instance.
Keep in mind that creating a community is the easy part, the tough part is to keep it active and alive :)

That’s a bit misleading, it’s 32 users from lemmy.world, not the entire fediverse. There are 223 subscribers on kbin.social
And the linking part is still a bit rough around the edge. The best way to directly link to a community that works for anyone, on all instance is to use the following formats
Those will always link to the right place for any instance. Outside of Lemmy, you can use https://lemmyverse.link to create a link that redirects to the instance of each visitor’s choice.
There is also another thing you can change to handle more links at the OS level in Android
If you go in your Android Settings > Apps > Sync > Open by default, you can press Add link and you’ll be able to enable the checkbox on a bunch of instances the developers pre-recorded. So anytime you press a link pointing to one of these instance, it will ask if you want Sync to handle it.
