Because you would need to have a decent job or work some pretty intense consistent schedule given the work hour restrictions to hit taxation levels. States with higher minimum wages tend to have even stricter labor regulations for minors and states with loose regulations allowing for more hours tend to have lower wages.
Minors who work shouldn’t be taxed by default anyway.
