Out of the 11 countries that recognise Taiwan, 4 appear in this list. Paraguay, Palau, Nauru and Tuvalu. I think it’s fairly plausible that some of these 14 countries did not willingly vote against.

The article quotes the Russian ambassador saying it needs to integrate with the banks and whatever systems are in place currently for each country, but that doesn’t necessarily mean SWIFT as well. But even if it’s a direct competitor, the possibility of future SWIFT integration has to be considered. I’d be surprised if they blanket never wanted it to happen.

No, Iran probably wouldn’t believe them, but if they get some money or something else from it that they can eat until the USA reneges then that’s good enough. And probably whatever penalty will actually be enforced, the USA likes some decorum. If it isn’t enforced then it’s a good PR for Iran and anyone who didn’t act as a guarantor for USA.
